Certification in Compliance with the Regulations

Cemafroid is one of the main actors in the application of the international agreement pertaining to the certification of special equipment for international carriage of perishable foodstuffs (ATP). This international agreement, signed on 1st September 1970 in Geneva under the auspices of the United Nations Economic Commission for Europe, took effect on 21 November 1976. The agreement is stated under the French Regulation by Decree number 2007- 1791 of 19 December 2007 which supplements the provisions previously defined by the French rural code.

Cemafroid is the competent body which has been designated by the Directorate General of Food and Nutrition of the French Ministry for Agriculture and Fisheries to carry out the procedures assessing compliance of the operators involved in special equipment testing.



Cemafroid certifies and issues authorisations to:


Manufacturers of new equipment (insulated, refrigerated or mechanically refrigerated equipment and containers) and insulated carriage packaging, to enable them to obtain the ATP certificates of compliance for equipment manufactured in compliance with the test reports.

Testing centres for operating checks as required by the regulations for renewal of the technical compliance certificate (at 6 and 9 years).


Testing facilities of owners of insulated, refrigerated or mechanically refrigerated containers for renewal of technical compliance certificates. For this procedure, Cemafroid supervises and inspects the conditions of execution of the container batches for statistical verification of the depots in consideration of logistical carriage constraints.

Cemafroid is authorised under Article R 543-99 of the Environmental Law pertaining to issuance of certificates of capability to handle refrigerant fluids.

Product Certification

Cemafroid serves as a certification body, both for its own certificates (Cemafroid Performance mark) and for type compliance certificates, such as in the framework of PQS programme of the World Health Organization (WHO). The applicable reference documents are either International, European or French standards applicable to cold chain products, or specific specifications prepared by committees representative of the parties involved in the certification process.

The products concerned include:
Special equipment for carriage of perishable foodstuffs
Containers and small containers intended for carriage of perishable foodstuffs or health products
Display cabinets for sensitive products and heated display cabinets
Thermometers or temperature recorders

To optimise the certification process, assessments and audits relating to the certification applications are held on a joint basis.

Authorised agent for issuance of the right to use the PIEK mark (limitation of equipment sound level during night-time deliveries)

Cemafroid has also been authorised by RAI Vereniging Kennedylaan 925, 1079 MZ Amsterdam (NL) to perform type certification of equipment specially designed for night-time deliveries and to grant the manufacturers the right to use the PIEK mark. This mark contributes to reducing the environmental impact of night-time deliveries in order to reduce neighbourhood disturbances and to alleviate traffic congestion in the town centres on truck delivery days.

The products involved include:
Carriage equipment (truck, light truck, semi trailer, etc.),
Rolls,
Pallet trucks,
Associated accessories.

Cemafroid together with professionals and communities also takes part in the experiments carried out in this field.
